EUDR product list

Sources and method

Every row comes from the consolidated text of Regulation (EU) 2023/1115 of 18 September 2026. Nothing is written from memory.

Where the data comes from

The rows are those of Annex I of Regulation (EU) 2023/1115 of the European Parliament and of the Council on deforestation-free products (EUDR). We used the consolidated text of 18 September 2026 published by the Publications Office of the European Union (CELEX 02023R1115-20260918), retrieved on 5 November 2026. That office states that a consolidated text is a documentation tool with no legal effect: the acts published in the Official Journal are the authentic versions.

On 5 November 2026 we asked the Publications Office for the consolidated versions of the Regulation. The newest is the one of 18 September 2026. It carries Regulation (EU) 2025/2650 of 19 December 2025, which is the text of Articles 37 and 38 (marked M2), and Commission Delegated Regulation (EU) 2026/2102 of 13 July 2026, which is the text of the Annex I table and its footnotes (marked M3).

Commodity, code, description and exceptions are copied from the Annex I table by a program, without rewriting. One page is made for each row of the table, 89 in all. A row is a code, or a list of codes, with its description; the lines in brackets under it are its exceptions or its date note and stay with it.

Articles 37 and 38 are carried in the consolidated text as amended by Regulation (EU) 2025/2650. The Annex to Regulation (EU) No 995/2010, which Article 38(3) mentions, is not part of this site.

Subject matter and scope in Article 1

Article 1(1), introductory wording: This Regulation lays down rules regarding the placing and making available on the Union market as well as the export from the Union of relevant products, as listed in Annex I, that contain, have been fed with or have been made using relevant commodities, namely cattle, cocoa, coffee, oil palm, rubber, soya and wood, with a view to:

Article 1(2): Except as provided for in Article 37(3), this Regulation does not apply to relevant products listed in Annex I produced before the date indicated in Article 38(1).

The date note in some rows

Eighteen rows of Annex I carry a note in brackets: "(This provision shall apply from 30 December 2027)". We copy it onto the page of the row and into its first screen, and we do not interpret it. In one row the source prints it as "apply from30 December 2027", without a space, and we copy it as printed.

Footnote (5) of Annex I: products the Regulation does not apply to

This Regulation does not apply to: (a) Samples of products, which are of negligible value and quantity and can be consumed or used only to solicit orders for goods of the type they represent under the condition that the manner of presentation and quantity, for products of the same type or quality, rule out its consumption or use for any purpose other than that of seeking orders; (b) Products which are to undergo examination, analysis or tests to determine their composition, quality or other technical characteristics for purposes of information or industrial or commercial research under the condition that the products to be analysed, examined or tested are either completely used up or destroyed in the course of the examination, analysis or testing, or kept or returned for no other reason and purposes than complying with legal or contractual obligations related to examination, analysis or testing.

What this site does not say

We do not say whether a particular product falls under a listed code, and we do not say what an operator is required to do. The classification of a product and the obligations that follow are matters for the operator, read against the official text.
